The town of Manchester must establish a Civilian Review Board consisting of citizen representatives who have the authority to oversee the
Manchester Police Department.

A Civilian Review Board consists of members of the civilian population who can investigate complaints regarding police misconduct and misbehavior.

Police accountability cannot be left at the hands of the departments themselves; internal investigations are weak and often racially biased. As an independent municipal body, a Civilian Review Board must be given the power and resources to hold offending officers accountable and oversee departmental operations.
